Rigoberto Romero Flores serves as the Project Manager in Honduras for the Partnership for Central America. With over 23 years of experience in finance, development cooperation, and the fiduciary sector, working with international organizations and multilateral financial institutions. He has held key leadership roles, including Director General of Decentralized Institutions and Public Credit in Honduras, where he collaborated with investment banks, credit rating agencies, the IMF, and multilateral development banks to strengthen public finance strategies.

He also played a pivotal role at Plan International, overseeing the financial and administrative coordination of regional programs. At CABEI, he managed the Korea-CABEI Single Donor Trust Fund (KTF), ensuring the efficient allocation of $50 million for strategic projects in energy, water and sanitation, health, agriculture, ICT, climate change, smart mobility, infrastructure, education, and housing across Central America and the Caribbean.

Rigoberto holds a Master’s in Business Management and Finance and a degree in Industrial and Systems Engineering from UNITEC. He has completed executive programs at Columbia University, INCAE, and the Korean Institute of Public Finance, specializing in financial governance, macroeconomic policy, and strategic leadership.
